The Joe Roland Community Center (JRCC) was founded in 2017 under the leadership of community member Edna Rayford and a dedicated founding board. It is located in the historic St. John Colony on a 10-acre reserve donated by founder John Winn Sr. over 155 years ago. The mission of JRCC is to restore the original St. John Regular Baptist Church into a thriving community hub serving the needs of residents in Caldwell and Bastrop Counties.
The JRCC is housed in the original St. John Regular Baptist Church Building, which had fallen into disrepair before our founding. Our initial mission was to restore this historic structure into a community center that could serve the most prevalent needs of local residents.
Through dedicated volunteer efforts and community support, we’ve transformed this historic building into a gathering place that honors our past while addressing the present needs of our rural community.
Our vision is to strengthen JRCC’s capacity to provide critical resources — from food access and health services to youth mentorship, education, recreation, and multigenerational activities — ensuring a sustainable and impactful future for St. John Colony and the surrounding rural community.
